アメリカの医療保険は恐ろしく高い！！というのは、誰でもご存知のことと思います。
同じ北米でも、カナダはどうなの？！となると、その仕組みは少々違います。
また、州によっても異なるのですが、健康保険（歯科、眼科、整体、マッサージ以外）の保険については公的保険でまかなわれることが多いようです。
特にSaskatchewanについては、医療費（薬を除く）が保険でまかなわれるため、Health Cardを持っている人は、医療費の負担がありません。また、保険料の支払いもありません。すべて税金から拠出されます。（2016年現在）
それでは、どんな人がヘルスカードを取得できるかというと、もちろんSaskachewan在住の人なんですが、学生や短期留学、海外からの転入者はどうなんでしょう？
Eligibility for health coverage for Saskatchewan residents, students, people moving to and from Saskatchewan (including special classes of newcomers) or temporarily absent from the province.（eHealth Saskatchewanより)
カナダ国外から転入する場合、special classes of newcomersにあたります。
Special Classes of Newcomers
Saskatchewan Health covers health services for certain special classes of newcomers from outside Canada who move to Saskatchewan on or before the first day of the third calendar month after arriving in Canada. If you are among the groups identified below, you may be eligible for benefits from the day you move to Saskatchewan.（eHealth Saskatchewanより)
ヘルスカードは転入した日から3月目の1日から有効になりますが（例：1/1転入→4/1から有効、1/30転入→4/1から有効）以下の人は即日適応になることもあるようです。
- permanent residents (landed immigrants)・・・移民
- people discharged from the Canadian Forces ・・・退役軍人
- non-immigrants who are in Canada in connection with their trade or profession・・・駐在員など
- international students・・・留学生
- returning spouses of Canadian Forces members
- returning Canadian citizens
- returning residents

If you are an international student temporarily residing in Saskatchewan to further your education, you may be eligible for Saskatchewan health coverage. You must apply for a Saskatchewan health services card. You must provide proof of full-time enrollment at an accredited educational institute and a valid Study Permit issued by Citizenship and Immigration Canada. 数週間単位の短期留学は日本の海外旅行保険でよいと思いますが、数ヶ月、年単位の留学の場合はヘルスカードを取得できますので、日本で入ってくる保険はヘルスカードでまかなえない、歯科、眼科、死亡、事故などをカバーする保険と、念のため、ヘルスカードが有効になるまでの数ヶ月分の医療保険を選ぶと良いでしょう。
